FORCE (Investissement Québec tariff fund)
FORCE, the Fonds offensif pour le renforcement des capacités économiques, is an Investissement Québec fund that lends up to $50 million to Quebec manufacturers and primary-sector businesses hit by U.S. tariffs of 25% or more. Applicants need at least $2 million in revenue. The fund runs until 31 March 2028.

How it pays
FORCE is a loan, so it is repaid on the terms Investissement Québec sets for each file. It is not a grant.
It is aimed at a specific group: manufacturers and the primary sector (farming, forestry, fishing, mining and similar activities) facing U.S. tariffs of 25% or more. A service business or a retailer is not who the fund is aimed at.
Funding your share while you wait
A FORCE loan funds the project Investissement Québec agrees to. Two things often sit outside it: the business's own contribution to that project, and the working capital to keep operating while the file is being reviewed and the project gets under way.
A term loan can cover a defined share of a project; a line of credit carries operating costs in the meantime. Voxen assesses both on the business's revenue and bank statements. The FORCE loan agreement is not used as security.
